Governor Wolf has announced that Washington County will be moved to the yellow phase effective May 15, 2020. So, what does that actually mean for our membership?

While being moved to yellow is definitely as positive step, as you can see above, there are many restrictions in place for those yellow counties. The MSOA has been continually sharing information with the membership as soon as we receive it.
We acknowledge that there is a lot of rumor and conjecture being circulated. It provides no service to members if we share such suspect information.
On May 5, we shared a post on playpennsylvania.com that detailed a letter from the PA State Horse Racing Commission to Governor Wolf that asked him to consider opening horse racing in Pennsylvania. As of the time of this memo, no reply has been issued from the Governor.
As of May 8, the MSOA and Penn Gaming have worked together to come up with safety protocols to be implemented at our facility in the event that live racing resumes. These protocols must now be approved by the Commission and the Governor. It is premature to share these protocols with membership as they have not been approved.
The MSOA and Penn Gaming have also been in negotiations to allow horse racing to resume even if casinos are not released to open by the Governor. Please know that there are several entities that must approve the resumption of live racing. The first being Penn Gaming. Although no definite agreement has been reached, they seem to be very receptive to the idea of racing without crowds or casino. The second, but ultimately most important entity, is the Governor of Pennsylvania.
We have been working tirelessly on plans and protocols, but if the Governor says no to live racing, we cannot race. Our Board, Racing Commission and lobbyists have all been working diligently on pressuring the Governor to open horse racing. Feel free to do the same. Hopefully, those efforts are fruitful.
Until then, we must wait. We do not have to like it, but that is the reality of the situation. We will share any true and factual information to our membership as soon as we receive it.
